I currently have the privilege of serving as the Chief Deputy of Jackson County Sheriff’s Office. I have spent a great portion of my 30 years in this profession as a multi-discipline instructor. I, like most of us, understand the responsibility that comes with being a firearms instructor and have invested a great deal of time honing my craft on multiple weapon systems. G.A.L.E,F.I. has played a critical role in that pursuit over the years. With the help of some good people, I had the privilege of developing the Firearms Instructor Course for the University of North Georgia Public Safety Academy. The networking G.A.L.E.F.I. provides was instrumental in that endeavor.
I have enjoyed being a part of this organization and believe that we are one of the best law enforcement organizations in the state, as well as the country (if you didn’t know, there are not many with the same mission and purpose throughout the U.S.).
I will not waste your time with a bunch of information about me. I will, however, tell you that being a firearms instructor is one of the greatest professional privileges of my career and being a part of this organization is another.
I understand the value and potential of this organization. So much so that I decided several years ago to run for a position on the board and have served since.
After a lot of thought and prayer I have decided to run for the office of President of G.A.L.E.F.I.
Being a leader is complicated because it involves people. Moving G.A.L.E.F.I. forward will require balancing the needs of the organization with the wants of the organization. A recent example being, we “need” a venue for our annual conference. Some “want” to try a new venue, some “want” to keep it in Carrolton, some don’t care, and the reality is that we may have to move someday…maybe sooner than later.
Change is inevitable. You are either evolving or becoming irrelevant (read the story of Blockbuster Video). Like anyone else I have my own thoughts about things but the point of being in a position such as President of G.A.L.E.F.I. is to represent the organization not yourself. I would rather have your input.

DeKalb County Marshal’s Office
With 25 years of service spanning the United States Marine Corps, Fulton County Sheriff’s Office, Fulton County Marshal’s Office, Avondale Estates Police Department, and the DeKalb County Marshal’s Office, I have dedicated most of my career to ensuring officers are well prepared to meet the demands placed upon them through relevant and realistic training. As an instructor, I learned not only the importance of providing training to others but also the value of having trusted peers and resources to support the training mission.
My vision for GALEFI is for our organization to serve as a collective for peer support and resources, as well as an advocate for the men and women on the firing line and training line. My focus will be on delivering highly relevant, hands-on training seminars, defending sound use-of-force standards, and empowering the next generation of agency instructors with the mentorship and tools they need to bring their deputies and officers home safely.
An instructor is a force multiplier. Our job isn't just to qualify shooters; it's to build technical mastery, tactical proficiency, and mental resilience across our agencies. I would be honored to have your vote to keep pushing GALEFI's training standards forward.
Carey Millsap
I currently serve as Vice President of GALEFI and I am seeking re-election as Vice President. I feel that I have performed the duties of this Office well and am an asset to this Organization. I have worked to help make GALEFI the premier firearms training organization in the State and will continue to do so to the best of my abilities.
I have been a mandated law enforcement officer for 40 years. I currently serve as Colonel of the Bartow County Sheriff’s Office. I have been a general instructor and a firearms instructor for 25 years. I am also a patrol rifle instructor, Taser instructor, and RACC belt instructor.

My name is David Kain and I am running for Vice President.
I have been an instructor since 2014 and teaching firearms since that time. I revamped the firearms training at Rockdale County Sheriff’s Office and then moved on to work for GPSTC. I spent five and half years teaching basic mandate students firearms, along with instructor level training in other disciplines. I am currently the Training Coordinator and Road Sergeant at Social Circle Police Department. I have taught for GALEFI multiple times and look forward to a future of continually developing myself and other instructors.
I rolled out the Use of Force Instructor program from GPSTC into North Ga out of the Athens Academy. I taught basic skill builders for GALEFI to expose instructors to the tenets of Use of Force Instructors. I have a background in finance and sales, which should help me develop relationships to better our association through the future. I believe that GALEFI can do more than we have been doing. We are getting smaller and smaller each year and I feel that the right leadership can turn that trend around. I want to have GALEFI as a organization that truly helps develop new Firearm Instructors in the correct direction. We can offer years of experience and guidance to new instructors and save them time and mistakes. We have GALEFI certifications that are available, but they are under utilized. I am one of the few GALEFI Intermediate and Advanced instructors out there. GALEFI can develop that more and be an organization that can make a difference in new instructors.
Our organization has a chance to be a true resource to Officers in this state and others. We can’t shy away from becoming a group that agencies and individuals can rely on for information and assistance. My goal is to take GALEFI into the 21st Century and help us become the resource we were designed to be.
